Hiya,
I have a q10 gold orrish-skin earth staff. The base is max (including 20% chance of half skill recharge on all spells.) (I think your OP may be incorrect - you said 20 HCT, but do you mean 20 HSR?) I know I have a max q10 handy. I found this picture from an old auction. There's a slight chance the mods are different, but I think this is it.
